Poland’s spatial planning system has recently undergone significant reforms, with major implications for how planning is done at the municipal level and how land-use decisions are made.

The updated ARL Country Profile of Poland, authored by Izabela Mironowicz, presents a concise overview of the country’s spatial planning and territorial development system within its constitutional and administrative framework.

The profile outlines the key features of Poland’s planning system in a unitary state with a three-tier territorial structure, highlighting the distribution of responsibilities between national, regional and municipal levels, as well as the strong role of local governments in spatial planning.
