Finland is a parliamentary republic with a unitary, non-federal state organised on a decentralised basis and has three administrative levels: national, regional, and local.

One of the biggest challenges for spatial planning in Finland is the continuous trend of urbanisation since the 1960s, leading to population growth in the biggest cities due to national and international migration. Depopulation poses a challenge in rural and peripheral areas, and administrative reforms affecting spatial planning have been debated for several years.
