This new edition of the ARL Country Profile of the Netherlands builds on the first profile published in 2021, reflecting recent developments in planning policy, governance, and practice. Authored by Evert Meijers, Dominic Stead and Josje Bouwmeester, it provides an updated overview of spatial planning in the Netherlands, illustrating how the country exemplifies the balance between growth, environmental resilience, and public interest. With much of its land below sea level, flood management, climate adaptation, and water safety remain central to planning decisions.

Dutch spatial planning operates across four levels—national, provincial, municipal, and water boards—integrating legal frameworks, strategic visions, and collaborative approaches to guide land use. Municipalities play a key role in shaping urban development, while national and EU policies influence broader priorities such as housing, biodiversity, and infrastructure.

Guided by the principles of maakbaarheid (active shaping of space) and polderen (consensus-based negotiation), the Netherlands continues to blend sustainability, innovation, and pragmatism in its spatial planning—creating thriving cities and resilient landscapes.
