Short Bio

Eduardo Medeiros is a Geography Professor (got the professionalisation in 2002) and an Integrated Research Fellow in DINÂMIA'CET-IUL, Instituto Universitário de Lisboa, Portugal. He has a Ph.D.and post-Ph.D in Geography - Regional and Urban Planning, and around 200 publications, including more than 60 published papers in international journals, 11 books and 17 book chapters. His research interests are focused on EU Cohesion Policy, Territorial Impact Assessment, Territorial Cohesion, Territorial Development, Territorial Cooperation, Environmental Sustainability and Spatial Planning. He is a DG REGIO (European Commission), ESPON and URBACT III expert, and a Horizon Europe evaluator. He is also a Regional Studies Association Fellow. He has coordinated several international policy evaluation projects and was a member of DG REGIO, ESPON and FCT projects. He was invited as a project adviser and to write reports and position papers for DG REGIO and the World Bank. He was already invited to be a keynote speaker by several International Universities and EU institutions (European Commission and Committee of the Regions). He is a member of the scientific and editorial committee of several journals and a peer reviewer of more than 35 international journals. He was a final Jury of the New European Bauhaus Prizes 2022. He is the lead expert in the Main Area of Governance in the Preparatory Action “New European Bauhaus Knowledge Management Platform” and organiser of three workshops of EURegionsWeekUniversity and chair in another.

• Scientific production: He is the corresponding author in more than 95% of his more than 60 published articles, and 10 books. He has more than 1500 citations and a H-index of 23 / i10 index of 40.


Impact and International recognition


• Editorial work: He edited 11 books, two from Routledge and three from Springer. He was invited to edit sic special issues (three in Sustainability) of scientific journals.
• Project coordination and member in international projects: He coordinated four international projects and was a member of two ESPON and one DG REGIO projects
• Project evaluation: He is a DG REGIO, ESPON and URBACT III expert and has evaluated projects for H2020 the Polish National Science Center and the ERA.NET Plus programme.
• Invitation for writing scientific reports: He wrote five reports for DG REGIO, five reports for the World bank and one report for the Academy for Spatial Development in the Leibniz Association. He was an advisor of a DG REGIO project. Wrote a chapter on the Territorial Agenda for the ‘Informationen zur Raumentwicklung (IzR)’ of the ‘Federal Institute for Research on Builging, Urban Affaris and Spatial Development’ - Germany.
• Invitation as Keynote Speaker: He was invited to be a keynote speaker more than 40 times by several international universities and EU entities.
• Invitation as a scientific reviewer: He revised more than 100 scientific articles for Journals (mostly international), special issues and encyclopaedias. He also reviewed a Book for Elsevier.
• Invitation as a part of scientific or editorial committees: He is a member of several scientific and editorial committees in events and journals.
• Scientific prizes/grants: he received the prize of the best scientific article (early career) in a Regional Studies Association conference (2016 Graz) – on Territorial Impact Assessment. He also received the prize for the best presentation in an international conference and grants for his Ph.D. and Post Ph.D.

- Goal: It proposes to develop an innovative methodology for monitoring and evaluating the impacts of public policies supported by a WEB-GIS platform to be built and the respective analytical information system. The evaluation methodology will be developed focusing on the Operational Program for Sustainability and Efficiency in the Use of Resources (PO SEUR - 2014-2020) and will be based on the analysis of implemented projects, available statistical data and qualitative data from interviews to be carried out. Once ready, the methodology can be adjusted for various areas of intervention (eg. implementation of the 2030 strategy or the Cohesion Policy in general, or each of its axes of intervention - and even specific components such as Biodiversity) and to various territorial scales (eg. counties, NUTS 3 and NUTS 2).

- Goal: This study identifies the main obstacles and potential (needs) for development and growth in cross-border regions. The most significant needs, which are suitable and affordable for Interreg programmes, are mapped through a set of indicators built-up at a territorial NUTS3 level. The database reports 25 indicators, which allow for comparisons between the 62 border regions, of which 45 are land and 17 are maritime border regions. The obstacles covered by the study are socio-economic, physical, cultural and related to normative and institutional barriers. The potential for growth is linked to competitiveness, market integration, the presence of social and human capital, the delivery of public-services in urban areas and the management of natural resources. The most relevant needs, i.e. those with a high impact on social, economic and territorial cohesion, should be given priority at territorial level by public interventions. Furthermore, the study recommends that new cross-border indicators be developed, that are not available at the moment but would be useful to quantify the needs in a mid-term outline.

Covid-19 and the sanitary measures taken to contain its spread have various disruptive impacts on people’s lives and on how cities, metropolitan areas and region’s function. Containment measures resulted in abrupt changes in the way people work, study, shop, socialise and move around. The outcomes of these measures have been detrimental in many ways, resulting, inter alia, in people losing their jobs or having to make ends meet with a reduced income, being socially isolated, and/or having to balance work and teaching their children at home.

- Goal: The 2014-2020 regulatory provisions to EU Cohesion policy gave Member States new opportunities to use ESIF for sustainable urban development and other territorial strategies, particularly using Integrated Territorial Investment. This study examines how Member States are responding to these new provisions and how Cohesion policy is ‘adding value’ to regional, urban and local development. The study shows that there has been significant uptake of territorial strategies in 2014-2020, mainly in the form of sustainable urban development, across most Member States. Many of the strategies are new; the territorial provisions have encouraged innovation and adaptation in both thinking and practice. This innovation includes a more integrated approach to intervention, the implementation of strategies at different spatial scales, and more collaborative models of governance. There is scope for extending the use of territorial strategies in future, albeit with simplification of some of the regulatory requirements and more flexibility in programming. There is a need for institutional capacity-building to ensure efficient implementation at local level and greater emphasis on citizen engagement. Lastly, more attention needs to be given to monitoring and evaluating the outcomes of strategies.
